Description/Duties
ESSENTIAL JOB FUNCTIONS
The Technology Initiatives Analyst will support the Special Counsel for Technology Initiatives in their work. The Analyst will analyze Maryland law and court rules to design, author, test, and maintain technology-based tools designed to support self-represented litigants. The Analyst will author and maintain Access to Justice’s Guide & File interviews; update and curate CourtTV content; update and maintain Access to Justice’s mobile application; and conduct outreach. The Analyst will also support other initiatives of Access to Justice as required.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Guide & File:
Utilize logical programming skills and conduct through legal and procedural analyses of Maryland law and regulations to author, review, and test Guide & File interviews to ensure accuracy. A review of existing interviews may be triggered by changes in Maryland law, court rules, or statewide form revisions, and the Analyst will monitor these changes on an ongoing basis. Analyze user feedback to identify legal or procedural barriers and implement revisions that improve clarity, accessibility, and compliance. Collaborate with subject-matter experts, including judges and court administrators, to ensure interview content reflects current legal standards.
CourtTV:
Review CourtTV informational content for legal accuracy and alignment with Maryland court processes, updating playlists when legal procedures or rights advisories change. Coordinate with installers, JIS, and court personnel to ensure CourtTV units comply with Judiciary guidelines, evidence-based practices, and accessibility requirements.
Maryland Court Help App:
Monitor the app to ensure all legal information, rights explanations, and procedural guidance are compliant with current laws, rules, and Judiciary policies. Update content based on changes in court operations, statutes, forms, or Help Center protocols.
Other Technology:
Provide legal and procedural oversight for technology initiatives, including Attorney Information System, Assisted Listening Devices, Public Access Kiosks, Online Dispute Resolution systems, Maryland Court Help Centers, Schedule Interpreter, and WCAG compliance. Ensure that technology-supported processes reflect Maryland law, court rules, and principles of access to justice.
Other Duties:
Assist with legal components of Access to Justice initiatives, including grant administration, policy review, process documentation, and committee work. Conduct legal research and provide analysis to support program development and strategic initiatives. Draft and review program materials, reports, and public-facing content to ensure legal accuracy and plain-language communication.
Skills/Qualifications
MINIMUM QUALIFICATIONS
Education:
Bachelor’s Degree from an accredited college or university.
Experience:
Three (3) years of professional experience in legal analysis, including work on technology-supported projects. Two (2) years of this experience must be in legal services or court-related roles, such as legal aid, court administration, public interest law, or access-to-justice initiatives. This experience must include interpreting laws, regulations, and court rules. One (1) year of experience must include developing, testing, maintaining, and implementing updates to software, applications, or digital legal tools.

KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of:
Computer programming preferred.
Principles of user-centered design and accessibility standards, including WCAG preferred.
General office practices, office equipment, and business English.
Court procedures, rules, regulations, court, legal terminology, and judicial system.
Maryland law, statutes, court rules, and judicial processes, with the ability to interpret and apply them when reviewing content, forms, and technology workflows.
Skill in:
Productivity software, including Microsoft Word, Access, Excel, and Zoom.
Good customer service and understanding of appropriate telephone etiquette.
Working with limited English proficient groups a plus.
Organizational and time management skills.
Accuracy and attention to detail. Ability to manage multiple projects simultaneously.
Basic typing, math, proofreading, copying, filing, printing, and scanning.
Ability to:
Work with individuals from diverse professional, cultural, and personal backgrounds.
Travel within the state – utilizing a personal or fleet vehicle.
Conduct legal research and translate complex law and procedure into clear, plain language materials suitable for public users.
Communicate effectively, patiently, and tactfully with judges, colleagues, and members of the public.
Understand departmental rules, regulations, and procedures and to carry out complex oral and written instructions.
Perform all essential functions of the position.
Exercise independent judgement in interpreting and applying appropriate policy, procedure, rule, and/or law.
Be friendly, enthusiastic, outgoing, and have a positive attitude.
Manage multiple projects simultaneously.
Independently troubleshoot and maintain technology platforms used by Access to Justice.
Work with low-code or no-code technology, evaluate user experience needs, and participate in user-testing protocols.
Physical Requirements:
Sedentary work. Exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.

Fleet/Personal vehicle – used when required for site visits.
Laptop – used when working from a remote site.
Software and Computer Skills:
Microsoft Office for presenting, writing, and gathering and storing data.
Adobe Suite to edit, combine, and organize PDFs.
Tyler’s Guide & File to edit document assembly interviews.
Thunkable to update the Maryland Court Help App.
AvediaSuite to create content and manage assets for CourtTV.
Compensation
$80,619
The Maryland Judiciary offers a generous benefit package including medical, dental, vision, life insurance, paid time off, paid holidays, tuition assistance, continuing education programs, employee assistance programs, and State Retirement and Pension plans. Telework, up to 2 days per week, may also be available. Telework eligibility is based on job functions and the approval of the Administrative Head.
