Maryland Legal Aid (MLA) is the state’s largest provider of free, direct legal services to people living with low-incomes and/or other physical or economic impediments to accessing justice. Since 1911, MLA has provided life-changing civil legal assistance and representation to eligible Maryland residents across the state.
As a private, nonprofit law firm, the staff at MLA work to protect and defend the rights of our clients while helping them access and navigate the justice system. MLA staff manage civil cases (not criminal), provide representation before federal and state trial and appellate courts, and offer brief advice and legal counsel. In addition, MLA staff alongside pro bono attorneys and community partners conduct impact litigation, and policy and advocacy efforts.

JOB SUMMARY:
Maryland Legal Aid announces an immediate opening for a full-time Legal Applications Manager based in Baltimore, Maryland. The Legal Applications Manager assists in the development and implementation of (1) data systems and strategies within MLA’s case management system (LegalServer) and (2) other technology-based strategies that support the delivery of legal services with a special focus on MLA’s Tenants’ Right to Counsel Project (TRCP) funded by the Maryland Legal Services Corporation (MLSC). The Legal Applications Manager will promote a data-driven decision-making culture and will proactively seek new and innovative ways to leverage MLA’s case management and legal applications systems resulting in saved staff time and better support to MLA’s clients. The Legal Applications Manager will demonstrate excellent attention to detail, strong technical skills, and a commitment to high-quality, accurate, and useful data. The Legal Applications Manager reports to the Director of IT.
DUTIES AND RESPONSIBILITIES:
Act as product manager and administrator for all software applications specific to the provision of legal services that are related to TCRP. To implement and measure the impact of the TRCP work and other legal services provision at MLA, this individual will lead and/or collaborate with others on the following tasks:
Lead buildouts of easy-to-use configurations and reports in LegalServer that improve staff workflows and demonstrate MLA’s impact.
Build and manage reporting processes to verify data accuracy and completeness to maintain high-quality data integrity.
Configure, manage and monitor all LegalServer processes and reports connected to MLA’s TRCP work.
Manage, monitor, and redesign as needed MLA’s SharePoint site to ensure high-quality content and staff engagement.
Collaborate with colleagues to develop outcomes and metrics for TRCP to understand MLA’s impact better and provide quantitative and qualitative data and insights to a variety of internal and external stakeholders. Further, to provide accurate data to a variety of stakeholders interested in monitoring MLA’s TRCP
Develop and implement staff trainings and LegalServer help materials; establish a system for maintaining and updating these materials so that staff have clarity on how to collect required data sets to evaluate the TRCP work.
Manage communications for LegalServer-related support tickets, providing troubleshooting and data support to staff who implement TRCP work.
Lead and/or support projects through all stages including requirements gathering, planning, building, testing, implementation, and feedback. Collaborate with Sr. Manager for Data Analytics & Insights, Directors of IT and Grants, Contracts, & Compliance, and Legal Staff on project design and throughout the life of projects.
Lead program set up and implementation for any new funding streams in Legal Server, in collaboration with Grants, Contracts and Compliance and Finance Teams.
Collaborate with the Grants, Contracts, & Compliance and Finance teams to systematize cross-component coordination on reporting and grant management.
Collaborate with Sr. Manager for Data Analytics & Insights, Directors of IT and Training to develop programmatic technology implementation and change management best practices, ensuring consistent service quality across programs.
Collaborate with the Director of Advocacy for Housing and Community Development to support implementation and evaluation of the Tenants’ Right to Counsel Project.
Facilitate user feedback groups to continuously improve existing data processes.
Lead and/or support the development of best practices for internal Data and Program Technology workgroup processes in collaboration with the Sr. Manager for Data Analytics & Insights and Director of IT.
Conduct research on and implement data related software, databases, and other technologies to support the work of MLA staff.

Skills/Qualifications
Must be fluent in English. Fluency in Spanish is preferred but not required.
Two to three years’ experience in applications management and/or technology support positions. Experience with SharePoint or LegalServer is a plus. Eagerness to learn and improve skills in this area is required.
Experience working with legal services is preferred.
At least two years’ experience leading and/or working with teams with demonstrated skills in fostering team trust, commitment, conflict resolution, and motivation to accomplish team and organizational goals.
A passion for and commitment to superior data collection and analysis and how it can further the success of MLA’s mission.
Excellent time and project management skills.
Excellent written and oral communication skills.
Ability to work on multiple projects in a deadline-orientated environment. Ability to prioritize tasks and delegate as appropriate.
Demonstrated proficiency in Microsoft Office Suite and other project management-related software.

Ability to travel throughout the State of Maryland and to national conferences.
Compensation
The salary range for this position is $80, 000.00 – $100, 000.00. In addition, MLA provides employees with a generous benefits package that includes health, dental, vision, life insurance, a 401(k)-retirement plan, 4 weeks paid time off, paid sick leave, 14 annual paid holidays, and more! Future flexibility regarding a hybrid work arrangement is possible after the onboarding period. Eligibility to apply for the Maryland Janet L. Hoffman Loan Assistance Repayment Program (LARP).

WORK ENVIRONMENT:
Work duties are typically performed in a general office setting with regular interaction via email, phone, videoconference, instant message, and in person. Training work duties will also be performed in community settings.
