Position: Foreclosure Prevention Counselor
Description: St. Ambrose Housing Aid Center is seeking an energetic individual to join the Foreclosure Prevention Department. In response to the escalating number of foreclosures in and around Baltimore, St. Ambrose developed the Foreclosure Prevention Program through an innovative pilot project that combines default mortgage counseling with direct legal representation. The Foreclosure Prevention Counselor will work with a team of Housing Counselors and Attorneys to provide counseling and guidance to homeowners at risk or in the process of losing their homes.
Responsibilities/Duties: • Interview clients in a confidential manner to obtain basic information about the clients and housing needs or problems. • Assist clients in creating and analyzing a family budget. Evaluates clients’ eligibility for loss mitigation options and other alternatives to avert foreclosure. • Analyze complex situations to assist the client in finding a sustainable solution. This will involve negotiation with mortgage companies based on current solutions made available to homeowners. • Stay current on issues relevant to the mortgage lending, refinance, and changes in foreclosure laws and the availability of resources and special programs in Baltimore City and in neighboring jurisdictions. • Conduct homeownership post purchase and foreclosure prevention educational presentations to groups such as community organizations, PTAs, religious or social committees, etc. • Assist in marketing the services available through the Program. • Research activities in the real estate, lending and related markets. Participate in policy recommendations. • Maintain and monitor clients’ files and database. • Maintain a complete understanding of contract requirements to ensure all relevant contract obligations are met in a timely manner. • Write reports and correspondence as needed. • Secure and/or maintain individual certification as a homeownership counselor. • Uphold high organizational standards. Performs related duties or responsibilities, as assigned or requested.
Qualifications/Skills: • Three years of related experience in housing, lending, or real estate desired. • Bachelor Degree or related experience required. • Expertise with spreadsheet and database software applications is required. • Strong communication, counseling, and computer skills a must. • Bilingual a plus- English/Spanish.
Salary/Benefits: Salary commensurate with experience. This is a time-limited full time position plus benefits.

Position: Director of Foreclosure Prevention Division
Description: St. Ambrose Housing Aid Center is seeking a dynamic individual to manage the Foreclosure Prevention Department. In response to the escalating number of foreclosures in and around Baltimore, St. Ambrose developed the Foreclosure Prevention Program through an innovative pilot project that combines default mortgage counseling with direct legal representation. The Foreclosure Prevention Director is responsible for leading a team of attorneys, counselors, paralegals and administrative staff in helping homeowners who are facing foreclosure. The Director oversees all elements of the Foreclosure Department, including program development, execution, analysis, evaluation, innovation / refinement and internal and external partnership management. The Director of Foreclosure Prevention reports to the Executive Director.
Responsibilities/Duties: • Plan, organize, coordinate, assign and supervise the daily activities of the Foreclosure Department. • Participate in the development and administration of program annual budget. • Analyze program policies and procedures to improve program efficiency and effectiveness. • Facilitate bi-weekly or monthly meetings with counseling staff to review pipeline reports. • Assist Resource Development Director in grant writing for department. • Oversee the department’s data base structure to maintain database integrity, accuracy, security, and performance efficiency. • Ensure adherence of department to agency policies and procedures. • Oversee all grant reporting and compliance for department. • Stay current on issues relevant to the mortgage lending, refinance, and changes in foreclosure laws and the availability of resources and special programs in Baltimore City and in neighboring jurisdictions. • Assist in development and implementation of homeownership post purchase, financial literacy, and foreclosure prevention educational presentations to groups such as community organizations, PTAs, religious or social committees, etc. • Develop, monitor and review advertising and marketing for the program. • Research activities in the real estate, lending and related markets. • Participate in policy recommendations. • Serve as key public spokesperson for the program. • Establish performance expectations, analyze key performance indicators, provide coaching and feedback, evaluate performance and recommend corrective action. • Perform related duties or responsibilities, as assigned or requested.
Qualifications/Skills: • 7-10 years of related experience in housing, lending, or real estate desired. • Bachelor Degree or related experience required. • Strong communication, management, and computer skills a must. • Demonstrated ability to effectively supervise staff and consultants • Excellent analytical, writing, and interpersonal skills • Ability to foster a positive and productive work environment with ability to lead, build teams, and motivate staff.

Position: Education Advocate
Description: The ACLU of MD’s Education Reform Project seeks a dynamic person who is passionate about advocating for Baltimore City students and working for sufficient education funding and effective education policies for the city and state. The ACLU is a non-profit organization that defends the civil rights and civil liberties of Marylanders through litigation, legislation, and public education. The Education Reform Project works to ensure that at-risk children in Baltimore and Maryland receive an adequate education, as intended by the Maryland Constitution.
The Education Advocate works with the Education Reform team (the Director, an Education Advocate, and interns) and a variety of public education supporters- parents, community groups, school system staff, students, activists, and experts- to accomplish its goals. The applicant must be able to work independently but collaboratively in a fast-paced environment, juggle multiple tasks, and attend night meetings. The special individual we seek might on a given day: explain the education funding formula to a new state legislator, compare and chart academic progress of schools with similar demographics, meet and give support to parent leaders who want their school building renovated, and summarize for a newsletter article the main points of a federal education guidance document.
Responsibilities/Duties: The duties include, but are not limited to, the following: • Analyze national, state and local education policies and programs for use in ACLU advocacy • Develop and implement strategy for impact campaigns • Organize parents and community organizations in grassroots efforts to further their involvement in school reform and ACLU campaigns • Research issues and write newsletter and website content in an action-oriented, persuasive style • Give presentations at public meetings and events • Identify and track key state legislative education issues • Research and draft testimony on bills and budget issues before the state legislature • Analyze impact of various proposals on the state education budget and school system budgets • Develop charts simplifying and explaining governmental budget data • Cultivate relationships with partner organizations and build coalitions • Monitor school system meetings, commissions, and task forces, including those that are scheduled in the evening • Perform other related duties as assigned by the Director of Education Reform.
Qualifications/Skills: • Bachelor’s degree or higher preferred, such as a degree in public policy, law, or social work, but extensive related work experience will be considered; • Excellent writing skills; • Knowledge of current local, state and federal Pre-K to 12 education policy issues; • Experience with, and understanding of, Maryland legislative and budget process is preferred; • Experience in advocacy and a commitment to leadership development, working with and leading groups; • Ability to analyze governmental budget and legal documents a plus; • Demonstrated ability to develop strategies around policy issues in action campaigns; • Ability to give presentations and engage diverse audiences; • Experience in organizing and building a coalition of organizations preferred; • Availability to work long hours during certain key campaigns; • Ability to keep organized in a fast-paced environment, to manage several projects simultaneously, and to adjust to frequently changing demands; • Familiarity with Baltimore City and its public schools; • Ability to work independently but collaboratively ; • A strong commitment to high-quality public schools for children at risk of failure; • Proficiency with Microsoft Office, such as Word, Excel & PowerPoint; • Database literacy a plus; • Firm commitment to the mission of the ACLU; • A commitment to diversity and a personal approach that values the individual and respects differences of race, ethnicity, age, gender, sexual orientation, religion, ability and socio-economic circumstance • Possesses a friendly and positive attitude.
